Abstract: PURPOSE:To heighten encoding efficiency in image encoding and image decoding. CONSTITUTION:Frequency conversion and blocking are applied to an input image signal 1 by a spatial/frequency converter 2, and it is quantized. The re-arrangement of a quantization value 5 with different orders is performed by scan converters 6a-6c. Re-arranged quantization values 7a-7c are inputted to encoding quarvtity calculators 8a-8c, respectively, and encoding quantity 9a-9c when variable length encoding is performed are calculated. A comparator 10 compares the encoding quantity 9a-9c, and outputs the scan converter in which the encoding quantity can be minimized as a selection value 11. The selection value 11 is accumulated in memory 12 transiently. While, a selector 14 reads out the selection value 11 calculated by an adjacent encoded block from the memory 12, and selects the quantization value of the scan converter shown in the value, and outputs it as a quantization value 15. The quantization value 15 is sent out by variable-length encoding by an encoder 16.

Abstract: PURPOSE: To improve the efficiency of encoding by adaptively scanning a quantized transformation coefficient(TC) block by using many scanning matrixes. CONSTITUTION: An input digital video signal is inputted to a quantized TC generator 110. The generator 110 transmits a generated quantized TC block to statistic encoders 120, 130, 140. The encoders 120, 130, 140 simultaneously operate the simultaneously inputted TC blocks, execute variable length encoding for scanned TCs and respectively transmit variable length encoded data to a data selector 760. The encoders 120, 130, 140 calculate the bit length of respective variable length encoded data and respectively transmit bit length values to a comparator 150. The comparator 150 sends a selection signal to the selector 160, which sends selected variable length encoded data to a transmission buffer 170. The buffer 170 sends the inputted data to a transmission channel.

Abstract: PURPOSE:To realize the simplification of the configuration by simplifying processing to discriminate a tilt of a character string in image data. CONSTITUTION:The compressor is provided with a low pass filter 14 smoothing image data by leaking and interleaving a low frequency component in each of horizontal and vertical directions in the image data, a DCT section 15 applying discrete cosine transformation(DCT) to output block data of the low pass filter 14 and a discrimination section 16 discriminating a tilt of a character string in the image data from an output of the DCT section 15. The discrimination section 16 discriminates it to be a tilt in the character string when a value appears at a column other than a 1st column of a DCT output and sets a method of reading the image data from a frame memory 13 optimum to eliminate the tilt in the character string based on the result of discrimination to a memory controller 12.

Abstract: PURPOSE:To obtain the orthogonal transformation coder with a high coding efficiency in which a noise component is hardly noticeable. CONSTITUTION:Activity detectors 8, 9 obtain activity for each (picture element) block based on a transformation coefficient from orthogonal transformation means (horizontal DCT 2 and vertical DCT 3) whose dimension differs. A mode discriminator 10 compares detected activities to discriminate the orthogonal transformation method for a coding object. Based on the result of discrimination, a selector 4 is used to select the transformation coefficient to select orthogonal transformation with an optimum dimension to each block and a quantization device 5 and a variable coder 6 execute the coding.

Abstract: PURPOSE:To enhance the coding efficiency by controlling a DC component of upper layer data of a conversion coefficient coded in a hierarchical structure together with an AC component so as to be coded through scanning conversion simultaneously. CONSTITUTION:Digital video signals subjected to blocking are fed to an orthogonal transformation circuit 11 DCT 11, in which the signal is transformed into a transformation coefficient and the coefficient is divided and sequentially subject to hierarchical layer coding. Then lower layer data are fed to a variable length coding circuit 13 via a quantization circuit 12, upper layer data are inputted to a subtractor circuit 16 via a quantization circuit 15, in which the upper layer data are subtracted from the lower layer data by each frequency component and the result is fed to a variable length coding circuit 17. The DC component in the output of the circuit 12 is fed to a DPCM circuit 32 of the coding circuit 13 together with a DC component of a block coded precedingly and a difference error signal is coded by a variable length coding circuit 34 and fed to a multiplexer 35. Furthermore, the AC component is subjected to scanning conversion at a zigzag scan circuit 36 and the result is fed to the circuit 35. Thus, the AC component and the DC component are all outputted.

Abstract: PURPOSE:To improve the encoding efficiency of the wavelet conversion encoding of picture signals. CONSTITUTION:A pre-processing circuit 1 realizes signal processings such as movement compensation adaptive prediction and prefiltering, etc., for input pictures, a two-dimensional wavelet conversion circuit 2 realize the wavelet conversion for the output of the pre-processing circuit 1 and a quantization circuit 3 quantizes the output of the two-dimensional conversion circuit 2. A scanning circuit 4 scans a two-dimensional wavelet conversion coefficient which is quantized output corresponding to a scanning pattern set beforehand and obtains one-dimensional signal, series. A VLC circuit 5 executes variable length encoding to the one-dimensional signal series, the VLC circuit 6 executes the variable length encoding to auxiliary information such as a motion vector and a quantization step size, etc., and a multiplex circuit 7 multiplexes variable length codes to be encoder output.

Abstract: PURPOSE:To transfer an animation efficiently with a simple configuration by dividing the picture into plural blocks and transferring the picture in an optimum mode in response to a rate of a change obtained based on a difference between blocks corresponding to between consecutive pictures. CONSTITUTION:A transfer picture is divided into a prescribed number of blocks, number of blocks of a fetched picture I(t) in which a difference between relevant blocks of both the picture I(t) and a picture I(t-1) at a preceding time is a prescribed value or over is obtained, the number is divided into three stages with the number of block as a rate of change, and the picture is transferred in a prescribed mode by an I encoder according to the stage discriminated by the M discrimination. Furthermore, for the blocks whose difference is a prescribed value or below, whether it is an animation stop blocks or still picture blocks are discriminated by the E discrimination, and the picture is processed and transferred respectively accordingly. Thus, the animation is efficiently transferred.

Abstract: PURPOSE:To eliminate large periodic fluctuation in picture quality of a video image by allowing most parts of encode and decode sections to implement signal processing with a system clock corresponding to a frame frequency of 24Hz when a film video is encoded. CONSTITUTION:When a signal inputted to input terminals 1000, 1002 is a film video converted into a television signal at an encoder side, the periodic arrival of the same video is detected by film video detection circuits 1003, 1006, a frame or field frequency of an input video signal is converted into a substantial frame frequency of the film video by frame frequency conversion circuits 1002, 1005 to eliminate a redundant frame and then the picture is compressed and the compressed picture is sent. When the video signal processed in this way is received at a decoder side, the inverse elapsed picture to that at the encoder side is implemented to convert the signal into a television signal.
