    Abstract: PROBLEM TO BE SOLVED: To provide a heat dissipating member with excellent heat dissipating characteristics, and suitable for use in oily environment.SOLUTION: This heat dissipation member includes a porous base material comprising a fluororesin and a heat-conductive filler, and oil contained in pores of the porous base material, where the fluororesin contains polytetrafluoroethylene. The heat dissipation member can be manufactured, for example, by: a step (1) of obtaining the rolled laminate sheet by laminating a plurality of sheet-like formed bodies including a fluororesin containing polytetrafluoroethylene, a heat-conductive filler and a molding auxiliary agent, and rolling the laminate; a step (2) of obtaining a porous base material by removing the molding auxiliary agent from the obtained rolled laminate sheet; and a step (3) of impregnating the obtained porous base material with oil.
