Once the first fixed unit 12 knows a radio channels not suitable to set up the communication for it, it broadcasts this to the remote unit 11. Next, the first remote unit 11 must pair one of the radio channels suitable for the first fixed unit 12 with one of those suitable for it. If the first remote unit 11 finds an available radio channel suitable for the two units, the desired communication is established over the radio channel available and suitable for both units. If it does not manage to find a radio channel available and suitable for both units, then the process is repeated.

A control circuit 5 sequentially revises the desired frequency set by the frequency setting circuit 3, in a state with a transmission reception section 1 making no transmission, and monitors the reception strength of the 2nd signal measured by the reception strength measurement circuit 4 by each desired frequency that is set, while being revised sequentially. It is preferred that the frequency with the smallest reception strength be set to be the desired frequency. Moreover, it is preferred that a display section 6 display the measured reception strength.
