PROBLEM TO BE SOLVED: To provide a starter of a fuel-cell automobile having superior in starting performance. SOLUTION: The starter of a fuel-cell automobile determines the presence or absence of the starting possibility of a vehicle by a boarding prediction means that predicts the boarding of a driver (step S1); sets a starting possibility flag to an on-state (step S2), when there is the starting possibility (step S1:YES), and performs the initial check of safety confirmation or the like (step S3); and sets the starting flag into an on-state, when the result of the initial check is "positive" (step S3:YES) and performs warmup operation of a fuel cell system (step S4). Next, when a required load is present within a certain period (step S5:YES), the operation is shifted to normal operation (step S6). By this arrangement, since the warmup operation can be started, before the driver gets in the vehicle, an output of the fuel cell system after the load requirement can be stabilized. PROBLEM TO BE SOLVED: To provide a state estimation device and method of a fuel cell in which the state of the fuel cell can be estimated based on physical values obtained generally. SOLUTION: The standard deviation δ of the voltage V of all the unit cells is obtained and whether the δ exceeds the threshold value δthr or not is judged (S110), and when the δ has exceeded the threshold value δthr, whether the temperature T of the fuel cell 30 exceeds the threshold value Tthr or not is judged (S130). Then, when the T has not exceeded the threshold value Tthr, the inclination D of voltage of the unit cell 31 of the lowest voltage is obtained, and whether its inclination D is below the threshold value Dthr or not is judged (S140), and when the inclination D is below the threshold value Dthr, that is, when the voltage V drops drastically, it is estimated to be in a flooding state (S160). On the other hand, when the inclination D is more than the threshold value Dthr, that is, when the voltage V drops slowly, it is estimated to be in a CO poisoning state (S170). SOLUTION: This fuel cell system is equipped with: a reformer 13 for producing a reformed gas rich in hydrogen from a raw fuel; a fuel cell 14 for generating electricity from the reformed gas and supplied air; a moisture condensation means 33 for condensing moisture in the air to collect water; a filtering means 338 for filtering the collected water; a filtered water supply means 340 for supplying the filtered water as reform water for the reformer and humidifying water for an electrolyte film of a cell of the fuel cell; a power storage means 32 for tentatively storing the electricity; an output distribution means 22 capable of distributing the output of the fuel cell to a load, a moisture condenser and the power storage means; and a control part 21 for operating the output distribution means to supply surplus power to at least either of the moisture condensation means and the power storage means when power generated from the fuel cell exceeds power consumption of the load. PROBLEM TO BE SOLVED: To provide a technique for determining a fuel cell with or without a defect without decreasing output voltage to an undesirable degree. SOLUTION: When the defect of the fuel cell is determined under actual power generation, first, temperature of the inside of the fuel cell and humidity of supply gas are set (step S200). Under the set condition, while the amount of gas is varied, the supply of gas to the fuel cell is started (step S210). At this point, based on the difference between the lowest cell voltage of the fuel cell and a given threshold, the output current of the fuel cell is controlled so that the lowest cell voltage approaches to a threshold (step S220). A gas utilization factor which is a rate of gas utilized in actual electrochemical reaction of the supplied gas is calculated (step S230), an the presence of the defect is determined (step S240). Therefore, when the driver changes the current vehicle state, a travel route where it is predicted that an inertia travel control will be executed is changed and displayed, an electronic control device 60 can present the driver information which enables the driver to understand what vehicle operation facilitates an execution of the inertia travel control. The device comprises a geomagnetic sensor, a GPS signal receiving means, and a means for measuring a position of the mobile object via the GPS signal.
