The blood flow enhancer (b) is preferably selected from a Swertia japonica extract, vitamin E, nicotinic acids. The anti-inflammatory agent (c) is preferably glycyrrhetin or derivatives thereof.

The present invention relates to topical compositions containing a dispersion of composite particles. Each of such composite particles contains one or more core particles encapsulated or entrapped in a polymeric shell. At least some of the core particles are formed of a material capable of causing generation of reactive oxygen species (ROS). Each of the composite particles further contains: (1) a first antioxidant co-encapsulated or co-entrapped with the core particles inside the polymeric shell for quenching or scavenging ROS generated in the vicinity of the core particles, and (2) a second antioxidant coated over the polymeric shell for preventing or reducing oxidative damage to the skin, such as lipid peroxidation. The particle dispersion of the present invention therefore can be readily formulated into topical sunscreen compositions with organic sunscreen agents susceptible to oxidative decomposition or degradation to provide improved protection against skin damage caused by exposure to UV light.

PROBLEM TO BE SOLVED: To provide a coating-treated powder obtained by coating-treating a powder with a raw material derived from vegetable oil-and-fat that has no concern about generation of offensive odor with the lapse of time, can be incorporated with a cosmetic, has a very smooth touch feeling and is excellent in water repellency and pigment dispersibility, and to provide a cosmetic comprising the coating-treated powder. SOLUTION: The coating-treated powder is obtained by coating-treating a powder to be treated with a mixture, as a coating-treating agent, comprising 60-90 wt.% of an extremely hardened vegetable oil-and-fat having a melting point of 50°C or higher and 10-40 wt.% of an ester oil agent derived from vegetable oil-and-fat. Preferably, the powder is coating-treated at a temperature 10-20°C higher than the melting point of the extremely hardened vegetable oil-and-fat when coating-treated with the coating-treating agent. The powder to be treated is coating-treated with the coating-treating agent in an amount of preferably 1-15 wt.%, particularly preferably 3-10 wt.%. An aqueous hair moisturizing composition is provided. The composition includes a cationic component, an oil containing about 70 percent or greater unsaturated fatty acids with chain length of C18 or greater, a phytosterol and a cellulosic polymer. Also provided is a method of imparting extended moisturization to the hair including the steps of applying to the hair in need of extended moisturization a composition including a cationic component, an oil containing about 70 percent or greater unsaturated fatty acids with chain length of C18 or greater, a phytosterol and a cellulosic polymer, and retaining the composition in contact with the hair for a time sufficient to impart extended moisturization to the hair.
