PROBLEM TO BE SOLVED: To prevent a warm-up time from being increased at the warm-up time, when temperature fluctuations in a heat generating element occur and to secure stable fixing performance, in a fixing device heating a toner image carried on a material to be fixed to a fixing temperature and fixing the toner image by a heating section that has the heat-generating element that generates heat and has positive temperature coefficient properties. SOLUTION: The fixing device 15 includes the heating section 20 that has a heat source including a ceramic heat-generating element 211 that generates the heat by electric power supply and has positive temperature coefficient properties. Then, in the heating section 20, an applied voltage value by a voltage variable power source 22 to the ceramic heat-generating element 211 is variably controlled by a control unit 23, such that an input power value in the ceramic heat-generating element 211 becomes substantially constant. PROBLEM TO BE SOLVED: To suppress occurrence of offset due to deteriorated releasing property of the fixing member caused by adhering of a substance scraped from an outside heating member with a cleaning member to a fixing member, in an outside heating type fixing device including the outside heating member contacted on the surface of the fixing member to heat the fixing member and the cleaning member contacted on the surface of the outside heating member to clean the surface of the outside heating member. SOLUTION: The surface of a fixing roller 1 is electrified on the same polarity as a toner. Thus, even when the substance or the like scraped from an outside heating belt 3 with the cleaning member adheres on the fixing roller 1 to deteriorate releasing property, the fixing device suppresses occurrence of offset by electrostatic repulsive force between the surface of the fixing roller 1 and the toner. SOLUTION: In a standby mode, a halogen lamp 54 that is an internal heat source is controlled to stop its operation after the surface temperature of a heating roller 50 reaches a predetermined temperature equal to or lower than a target temperature, or the operation time of the halogen lamp 54 reaches a predetermined time. According to this, since the heating roller 50 stops heating at a temperature lower than the target temperature, the overshoot of surface temperature of the heating roller 50 is reduced. SOLUTION: The fixing device 15 includes: a fixing belt 113 for fixing an unfixed toner image onto a recording medium; a planer heating member 203 for heating the fixing belt 113; and a pressure roller 15b. The heating member 203 includes: a ceramic heat generating element 200 having a PTC characteristic; and a high-thermal-conductive heat diffusion member 166. The fixing belt 113 is formed in an endless shape and is suspended on at least the high-thermal-conductive heat diffusion member 166, thereby to be heated. The ceramic heat generating element 100 comes in contact with the fixing belt 113 over the full width thereof across the high-thermal-conductive heat diffusion member 166. The high-thermal-conductive heat diffusion member 166 comes into contact with the fixing belt 113 over the full width thereof and diffuses heat generated by the heat generating element 200 in the traveling direction of the fixing belt 113.
