PROBLEM TO BE SOLVED: To provide a manufacturing method of a fixing heater having stable heat generation characteristics, a fixing heater, a fixing device, and an image forming apparatus.SOLUTION: A manufacturing method of a fixing heater includes: providing an adhesive ceramic sheet 31 including ceramic particles 32 and an organic binder 33 on a substrate 21; providing a resistance heating element on the adhesive ceramic sheet 31; and calcining the adhesive ceramic sheet to thermally decompose the organic binder, thereby forming an adhesive ceramic layer with the resistance heating element adhered on the substrate.

PROBLEM TO BE SOLVED: To provide a user-friendly recycling device of an image recording medium that does not have useless articles of consumption and standby power, saves the space, and has a small and simple structure; and to provide an image forming apparatus using the same and a recycling method of the image recording medium. SOLUTION: The image forming apparatus 100 having a function of removing a toner image from reusable paper P includes a fixing and reusing unit 15 having a fixing and removing roller 15a rotating while being heated and a pressurizing roller 15b for pressing and conveying the paper P having a toner image formed thereon. The toner image fixed to the paper P is melted by conveying the paper P to a pressure welding section of the fixing and removing roller 15a and the pressurizing roller 15b, and the melted toner image is stuck to the fixing and removing roller 15a and removed from the paper P. PROBLEM TO BE SOLVED: To provide a fixing device including a fixing means, a pressing means, and an external heating means and capable of cleaning the fixing means and the external heating means irrespective of its compact and simple configuration without complicating its control for adjusting the operation for separating from/contacting with the fixing means and increasing size of this fixing device due to the installation of a cleaning web to keep the external heating means clean, and to provide an image forming apparatus with the fixing device. SOLUTION: This fixing device 6 including a fixing roller 50, a pressing roller 60, and the external heating means 70 is constituted by installing a scraper 81 to abut on a peripheral surface of an external heating belt 71 and scraping off toner or the like on the peripheral surface to clean the peripheral surface. The external heating belt 71 is formed by a material having higher performance for absorbing toner than that of the peripheral surface of the fixing roller 50 to peel the toner or the like off the peripheral surface of the fixing roller 50 and clean the peripheral surface of the fixing roller 50.
