A raw material discharge port is provided at each of both end parts of the cylindrical container via a feed port, an air exhaust port and a rotary valve so that the object to be processed and a flow of hot air for drying may collide with each other. By the high speed rotation paddle blade of 100 to 300 rpm, a raw material is instantaneously agitated/crushed/atomized, hot air of 200 to 300°C is supplied, the hot air is collided with the object to be processed, and thereby drying is instantaneously performed. Thus, when the agitation rotor 20 is rotated in the normal rotational direction and the screw conveyor 30 is rotated in the reverse rotational direction, while agitating garbage, the transfer direction of the garbage is reversed (i.e., counterclockwise in the figure), to agitate and circulate the garbage and to subject solid matter in the garbage to shear crushing.
