    Abstract: PROBLEM TO BE SOLVED: To provide a surface-sizing agent capable of improving offset printability of paper printed with offset ink, especially newsprint paper for offset, preventing stickiness and scarcely causing foaming and to provide an offset printing paper obtained by applying a surface treating agent containing the surface sizing agent, excellent in offset printability and free from a problem of stickiness. SOLUTION: The surface sizing agent is obtained by polymerizing [A] a hydrophobic monomer with [B] a monomer having a tertiary amino group and then reacting the resultant polymer with a quaternary agent in the presence of [C] amines, and amines [C] are preferably used in an amount of 0.1-5 wt.% based on total amount of the hydrophobic monomer [A] and the monomer [B] having the tertiary amino group used. The surface-sizing method comprises applying the surface treating agent containing the surface sizing agent to a base paper. The paper is obtained by the surface sizing method.
