SOLUTION: A cleaning device 100 includes a cleaning blade 111 to remove toner depositing on a transfer roller 101, a waste toner container 150 to store the toner removed from the transfer roller 101, and a waste toner detecting device 350 to detect the accumulation level of the toner in the container 150. The cleaning device includes, inside the container 150, first screws 210a, 210b conveying the toner to the center in the axial direction of the transfer roller 101, and second screws 220a, 220b conveying the toner to both ends in the axial direction of the transfer roller 101. The detecting device 350 is placed at a position where the toner is conveyed by the first screws 210a, 210b; and the second screws 220a, 220b convey the toner conveyed by the first screws 210a, 210b, into the opposite direction.
