SOLUTION: A transmitting device 20 comprises: a stream data acquisition part 200 for acquiring stream data from the outside of the transmitting device 20; a coding part 201 for performing compression coding of the stream data; a packet generating part 202 for generating packets; a transmission buffer part 203 for temporarily storing data; a transmission method selecting part 204 for selecting either of "jitter suppressed transmission" and "normal transmission" as a transmission mode; a communication I/F part 205 for transmitting packet stream data in the transmission method selected by the transmission method selecting part 204; a communication medium detecting part 206 for acquiring data for specifying a communication medium 40 and controlling communication by the communication I/F part 205; a clock part 207 for generating time information; an input part 208 for accepting inputs of operation; and a storage part 209 for storing data in nonvolatile manner. PROBLEM TO BE SOLVED: To make feedback information produced on a reception station side unwanted when stream data having real time property in a variety of communication conditions is transmitted, and further, to perform coding rate control and/or error resistance control at a fast reaction rate with respect to a change of a communication environment on a transmission station side. SOLUTION: A transmitter 1 comprises a coding rate manager 102 for controlling a coding rate in a coding rate changer 103 for changing the coding rate, an error resistance manager 106 for controlling an error resistance in an error resistance adder 105, and a communication path condition measurer 107 for measuring a communication condition of a communication medium. The coding rate manager 102 and the error resistance manager 106 calculates a transmission capacity of a packet based on the communication condition measured in the communication path condition measurer 107, and make setup control of the coding rate or error resistance based on the transmission capacity. PROBLEM TO BE SOLVED: To provide a map display method that displays hand-written graphics and the like on a map input by a user at a correct position and in a correct size according to a scale of the map.SOLUTION: The map display method comprises the steps of: recognizing a single touch to a touch panel 12 from a touch down to a touch up as one route in a hand-writing input mode; converting the one route into a coordinate of a plurality of longitudes and latitudes having an interval in a map during displaying; storing the coordinate in association with formation order of the one route; storing a plurality of routes received until the hand-writing input mode is ended as one hand-written memorandum; in a map display mode, generating an approximate line connecting between coordinates in the formation order for each one route of the hand-written memorandum according to a scale of a map to be displayed; and performing an overlapping display of the approximate line on the map.
