A charging variable measuring means 2 measures the value of each charging item to obtain the real result value (the number Z of approach times, travel distance D, passing time T and congestion travel time C) of each charging item in each charging area. The means 2 calculates the pike (Y) of the charging area according to the sum (Y=A1×Z+A2×D+A3×T+A4×C) of products of each charging unit cost of the charging area and measurement values (Z, D, T and C) in each charging area. Thus, the charging unit costs A1 to A4 of the charging area are defined for all of the charging areas, and the charging characteristics of each charging area and the costs A1 to A4 of each item are selectively set and defined.
