PROBLEM TO BE SOLVED: To provide a point-to-multipoint communication system which can ensure proper communication, even when an information signal is transmitted in bursts. SOLUTION: A slave device which is going to transmit signals stores the signals temporarily and counts the amount of information of the stored signals. A main device designates each slave device to report the amount of information. A slave device designated from the main device reports the amount of information to the main device, in accordance with the designation. Upon receiving a report from each slave device, the main device determines the permissible amount of transmission for each slave device below a specific maximum value, based on the amount of information thus reported, and designates each slave device to transmit signals, based on the permissible amount of transmission thus determined. Upon receiving designation from the main device, the slave device transmits the stored signals to the main device, in accordance with the designation.
