A mixture of Allium sativum L. and Scutellaria baicalensis is heated with purified water in a weight ratio of 1:15 at 100deg.C for 2hr. The hair growth promoting agent is added to a shampoo for preventing hair loss or promoting hair growth in an amount of 1%.
