PURPOSE: A voice alert apparatus for an on-line of a distributing board using on-line voltage estimated via pulse-number are provided to prevent the contact of a physical body to a high voltage line. CONSTITUTION: A voltage distributor(100) connects a first high voltage capacitor with a second high voltage capacitor in series. A live line detector(200) generates an live signal through a light emitting device and transmits an optical signal to an optical communication transmitting unit. A pulse generator(300) generates a pulse signal through a light emitting device and transmits the optical signal to the optical communication transmitting unit. When the door of a distribution panel is opened and a detected signal is inputted, a voice message stored in an alarm controller is outputted if the number of a pulse which is generated from the pulse generator for a certain period is over the number of a pulse which is stored.
