A system for managing resources in a communication system including systems which do not have a permission for a first frequency band includes a coexistence manager configured to, when a frequency band available for the systems is searched from the first frequency band, manage the systems for coexistence and frequency sharing of the systems in the available frequency band; a coexistence enabler configured to transmit and receive information of the systems and information of the coexistence manager; and a coexistence discovery and information server configured to support control of the coexistence manager over the systems, wherein a plurality of coexistence managers are provided to respectively correspond to the plurality of systems, and wherein, among the plurality of coexistence managers, a first coexistence manager performs a negotiation procedure with coexistence managers neighboring to it, on the basis of one of an etiquette mode, a round-robin mode and a competition mode.

Provided are a method of adjusting a PCS threshold in a wireless network, and a terminal apparatus for the wireless network. The method and the apparatus determines whether to adjust the PCS threshold to use a shared channel for transmitting data in a wireless network based on a congestion status of the shared channel, and adjusts the PCS threshold based on a packet loss measured for a predetermined period of time.

The resource management system includes: a coexistence manager (CM) configured to manage the plurality of systems for the purpose of coexistence and frequency sharing of the plurality of systems in a frequency band available for the plurality of systems, when the available frequency band is detected in the first frequency band; a coexistence enabler (CE) configured to transmit and receive information of the plurality of systems and information of the CM; and a coexistence discovery and information server (CDIS) configured to support the CM to control the plurality of systems. The CM performs channel classification for the first frequency band based on channel information of the available frequency band, and allocates operating channels to the plurality of systems.

Provided is a method and apparatus for assigning a frequency in an environment where an incumbent system exists. In a frequency environment where the incumbent system exists, a frequency resource management may be smoothly performed using a plurality of frequency sets classified based on a utilization state of each sub-frequency resource. When a frequency sharing system using the same radio access technology (RAT) as a frequency sharing system to be assigned with a frequency resource exists, it is possible to reduce overhead for frequency sharing by priorly assigning a corresponding frequency resource to the frequency sharing system to be assigned with the frequency resource.

A cognitive wireless communication device having a minimum ROI may be selected from among a plurality of cognitive wireless communication devices, and an idle frequency of a primary system may be allocated to the selected cognitive wireless communication device, thereby increasing an opportunistic utilization efficiency of the idle frequency.

Provided is a method for evaluating spectrum utilization efficiency in a radio system sharing frequency. The method for evaluating spectrum utilization efficiency of a frequency sharing radio system in a radio environment having a first radio system using at least one specific frequency in an allocated frequency band and a second radio system sharing the frequency band allocated by the first radio system, includes calculating net coverage per unit area based on a design parameter on the first radio system and a design parameter on the second radio system; and evaluating spectrum utilization efficiency based on the calculated net coverage per unit area.
