Systems and methods are provided for routing of a landline-mobile and mobile-mobile call using a switching network (landline or mobile originating) to serve effectively as the “GMSC/tandem” switching layer for the mobile network, as well as for mobile-mobile calls using an originating switch. When a landline switch issues an local number portability (LNP) query, the response to the query can be intercepted by a preliminary mobility management platform that determines a location routing number (LRN) for a visited mobile switching center (V-MSC) to which a destination mobile handset is currently attached. The LRN for that V-MSC is returned in the LNP response to the switch, which then routes the call to the serving V-MSC based on the LRN. The V-MSC then performs the GMSC (gateway mobile switching center) functionality, for example, for that particular call.

A system and method to automatically provide a location estimate of a mobile station in communication with a mobile wireless network to an appropriate law enforcement agency in response to detecting an electronic surveillance event within a mobile wireless network. A surveillance location server extracts pertinent information from a surveillance event message and sends a request for a location estimate to network components that generate and return the location estimate. The surveillance location server forwards to the location estimate to an appropriate law enforcement agency.

A geographic cell identification (cell ID) database is updated on the fly as, for example, roaming user equipment (UE) reports its location during Assisted Global Positioning System (A-GPS) operations. The cell ID database relates network locations to corresponding geographic locations. The cell ID database is used to retrieve a corresponding geographic location in response to the network location at which the UE reports being located. If it is found that the cell ID database does not contain the network location reported by the UE, the geographic location of the UE can be estimated using information in the reported network location, such as Mobile Network Code, Mobile Country Code, Local Area Code and Cell ID. The geographic location can then be used to obtain A-GPS assistance data for the UE. Once assistance information has been provided to the UE and the UE has determined its geographic location, the cell ID database can be updated with the determined geographic location.

A system and method are provided for using Local Number Portability (LNP) and the public switched telephone network (PSTN) trunks as virtual loop-around trunks. Present invention LNP structures and processes redirect calls to avoid the creation of loop-around trunks from calls generated in the local exchange carrier (LEC) requiring services such as prepaid caller and calling party pays. A virtual trunk switch is created using a Switch Control Point (SCP). Telephone numbers requiring special services are ported and stored in a LNP database. Numbers requiring special services are flagged with a LRN that identifies a special service switch which is either an SSP or an SCP. The LRN initiates communication between the local exchange switch and the special service switch. Once engaged, the special service switch protocols create the trunk links. By monitoring these trunk links, the special service switch is able to monitor the in-band communications, and so provide the special services. Similar processes are provided using the LNP to insert either a Service Switching Point (SSP) or an Intelligent Peripheral (IP) in the network trunk to provide services with a fewer number of switch connections.
