Abstract: The present invention relates to a kit for making up keratin materials, in particular the eyebrows and the skin around the eyebrows, comprising, notably in a physiologically acceptable medium: a) a first aqueous “base-coat” makeup composition (A) comprising at least one water-soluble dye; b) a second “top-coat” fixing composition (B) comprising a continuous oily phase containing: i) at least one hydrophobic film-forming polymer other than silicone acrylate copolymers; and ii) at least one volatile hydrocarbon-based oil. The invention also relates to a cosmetic process for making up keratin materials, in particular the eyebrows and the skin around the eyebrows, comprising: at least a first step of applying a first coat of composition (A) as defined previously to said keratin materials, and at least a second step of applying, to the coat formed by composition (A), at least one second coat of composition (B) as defined previously.
