Abstract: A water-based composition in a cosmetically acceptable carrier that includes acetyl trifluoromethylphenyl valylglycine stabilized by inclusion of hydroxyethyl urea in the absence of other solvents. The composition is stable as evidenced by a lack of crystal formation that is visible to the naked eye, and a lack of visually perceptible crystal formation at an ambient temperature from about 25° C. up to about 37° C. and after 10 days of freeze thaw cycles from −20° C. through 20° C.
