A method and an apparatus for an inter-cell load balance in a wireless communication system are provided. The method of an inter-cell load balance of a first base station in a heterogeneous network wireless communication system including the first base station and a second base station includes configuring a first reserve area for the second base station, for the inter-cell load balance and controlling an inter-base station load balance according to the first reserve area.

The disclosure relates to a 5th generation (5G) or pre-5G communication system for supporting a data transmission rate higher than 4th generation (4G) communication systems such as long term evolution (LTE). A method performed by an E2 node is provided. The method includes a step of transmitting a radio access network (RAN) intelligent controller (RIC) indication message to a RIC, wherein the RIC indication message comprises an E2 service model (E2SM)-KPM indication message format 1 and an E2SM-KPM indication message format 2 for key performance measurement (KPM), the E2SM-KPM indication message format 1 does not comprise terminal identification information, and the E2SM-KPM indication message format 2 comprises terminal identification information. According to embodiments of the disclosure, the method performed by the E2 node includes a step of receiving a radio access network (RAN) intelligent controller (RIC) control message from the RIC, wherein the RIC control message can comprise slice identification information and control information with respect to a network slice corresponding to the slice identification information.

The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A method for controlling a terminal in a base station of a mobile communication system, according to an embodiment of the present application, comprises the steps of: selecting at least one candidate terminal for offloading; obtaining information on a neighbor cell of at least one of the candidate terminals; obtaining throughput improvement information according to offloading on the basis of information on the candidate terminal and load information of the neighbor cell of the candidate terminal; obtaining information on a target cell corresponding to the candidate terminal on the basis of the throughput improvement information; selecting a target terminal to be offloaded from the candidate terminals on the basis of the throughput improvement information corresponding to the target cell; and transmitting, to the target terminal, a message instructing offloading to the target cell corresponding to the target terminal.

An apparatus and method for configuring system variables related to load control in an electronic device is provided. The electronic device includes a communication circuit, and a processor configured to identify a traffic pattern for each cell based on at least one of the plural statistical indicators, in case of determining to update a system variable of cell based on the traffic pattern, configure at least one of the plural statistical indicators as a controlling indicator, and update at least one system variable for at least one cell based on the required change amount of the at least one controlling indicator.
