THE FRAME MEMBER HAS TWO OPPOSITELY EXTENDING WINGS ARRANGED TO BE INSERTED BETWEEN THE NECKBAND AND COLLAR OF THE SHIRT. AT LEAST ONE SHORT HOOK SHAPED PRONG IS RIGID WITH AND EXTENDS SIDEWISE FROM THE OUTER END PORTION OF EACH WING MEMBER TO ENGAGE WITH THE UPPER NECK PORTION OF THE SHIRT AND HOLD THE NECKTIE IN PLACE.
