Abstract: A method for configuring a resource of a downlink measurement reference signal and an apparatus are disclosed. In the method, the base station may notify a terminal device of a resource pool by using configuration information of the resource pool that is determined based on the basic pattern or available resources, so that resource configuration of a downlink measurement reference signal is implemented.

Abstract: Embodiments of this application provide a downlink transmission method, a base station, and a terminal device. The method includes: dividing, by a base station, to-be-transmitted data into at least two sets, and configuring a transmit power for each of the at least two sets; and sending, by the base station, data in each set to a terminal device at the transmit power configured for each set. In the embodiments of this application, the to-be-transmitted data is divided into the at least two sets, a transmit power is configured individually for each set, and the data in each set is sent to the terminal device at the transmit power configured for each set.

The method includes: sending, by the base station, first indication information to a terminal using first layer signaling, where the first indication information indicates a first beam set; sending, by the base station, second indication information to the terminal using second layer signaling, where the second indication information indicates at least one beam in the first beam set; and sending, by the base station, data to the terminal using the at least one beam.
