Abstract: A method for a state transition includes determining whether a user equipment (UE) is a UE frequently performing state transitions. When the state of the UE is required to be transitioned to the idle state, a state of the UE is transitioned to a paging channel (PCH) state if the UE is a UE frequently performing state transitions. If the UE is a UE infrequently performing state transitions, the state of the UE is transitioned to the idle state.
