Disclosed herein is a sterically hindered phenolic phosphonate resin compound represented by the following Chemical Formula 1. The present invention also provides a polycarbonate resin composition including the sterically hindered phenolic phosphonate resin compound as a flame retardant. wherein R1 is a C1-C6 alkyl group or a C6-C14 aryl group; each R2 is independently a C1-C6 linear alkyl group or a C3-C6 branched alkyl group; and each n is independently 1-3.

A non-halogen flameproof polycarbonate resin composition of the present invention comprises about 100 parts by weight of a polycarbonate resin; and about 0.5 to about 10 parts by weight a phosphorus compound represented by the following Chemical Formula (1) or a combination thereof. The present invention can provide an environmentally friendly polycarbonate resin composition which can have excellent retardancy without releasing hydrogen halide gases during preparation or combustion. wherein R1 and R2 are each independently C1 to C6 alkyl and n is 1 or 2.

Disclosed herein is a symmetric cyclic phosphonate compound represented by the following Formula 1, a method of preparing the same and a flame retardant styrenic resin composition including the same: wherein R1 and R2 are each independently hydrogen, C1-C6 alkyl or C6-C20 aryl. The styrenic resin composition employing the symmetric cyclic phosphonate compound exhibits good flame retardancy and impact strength, does not release halide gas during preparation or combustion of the resin composition, and thus is environmentally friendly.

The flame retardant and impact modifier may improve heat resistance and flowability as well as flame retardancy and impact strength of a thermoplastic resin composition. The present invention also provides a method of preparing the foregoing flame retardant and impact modifier and a thermoplastic resin composition including the flame retardant and impact modifier.
