Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may determine to initiate a random access channel (RACH) procedure with a base station (BS). The UE may determine, based at least in part on determining to initiate the RACH procedure, whether a timing alignment timer, associated with a timing alignment of the UE and the BS, is expired. The UE may initiate the RACH procedure using the timing alignment based at least in part on determining that the timing alignment timer is not expired. Numerous other aspects are provided.

In some aspects, a user equipment (UE) may determine, for a candidate UE uplink beam, a transmit power due to a maximum permissible exposure (MPE) constraint; estimate, for the candidate UE uplink beam, a receive power for a base station based at least in part on the transmit power due to the MPE constraint; determine a target receive power for the base station; and select the candidate UE uplink beam as an active UE uplink beam based at least in part on the estimated receive power for the base station and the target receive power for the base station. Abstract: Methods, systems, and devices for wireless communications are described. The described techniques provide for selecting a PRACH occasion (RO) based on downlink quality, access congestion, latency (e.g., time to next available RO), beam correspondence, random access in previous transmissions, or combinations of these factors. The user equipment (UE) may detect access congestion of synchronization signal blocks (SSBs) and select the less congested SSB in the RO selection. The UE may detect the access congestion by receiving a back-off indicator from the base station, detecting a contention resolution failure, or the number or media access control (MAC) subheaders in a random access response. In some cases, the ROs associated with different SSBs have different latencies and the UE may select the earliest available RO.

Abstract: Techniques for providing transmission throttling for emission exposure management are described. Embodiments implement duty cycle based transmission throttling for emission exposure management. Transmission throttling implemented in accordance with embodiments drops or skips transmission of some portion of transmission blocks of a communication process, such as to drop some transmission blocks providing retransmission of data. Transmit power levels utilized with respect to each of transmission blocks transmitted may be closer to that of a transmit power control target level (e.g., meeting the TPC target level) while nevertheless meeting an emission exposure limit level. Embodiments may, for example, be implemented with respect to a hybrid automatic repeat request (HARQ) process. Other aspects and features are also claimed and described.

Abstract: In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. In certain configurations, the apparatus may be a user equipment (UE). The apparatus may receive configuration information for UL and DL transmissions from another device such as a base station. The apparatus may determine a maximum duty cycle of the UL transmission based on the configuration information. Based on the determined UL maximum duty cycle, the apparatus may determine a transmit power limit for the UL transmission. In one aspect, the apparatus may determine the UL transmit power limit by dividing the power corresponding to a maximum permissible exposure (MPE) limit by the determined maximum UL duty cycle. The apparatus may leverage the forward knowledge of the UL duty cycle to transmit at a power level that complies with the MPE limit while avoiding the poor uplink range associated with static power back-off.

Abstract: In certain aspects, a method implemented in a wireless device includes determining a specific absorption rate (SAR) distribution for a first wireless communication technology, determining a power density (PD) distribution for a second wireless communication technology, and combining the SAR distribution and the PD distribution to generate a combined RF exposure distribution. The method also includes determining at least one first maximum allowable power level and at least one second maximum allowable power level for a future time slot based on the combined RF exposure distribution, setting at least one transmission power limit for a first transmitter in the future time slot based on the at least one first maximum allowable power level, and setting at least one transmission power limit for a second transmitter in the future time slot based on the at least one second maximum allowable power level.

Abstract: Wireless communication devices are adapted to utilize maximum permissible exposure requirements in determining uplink traffic grant allocations within wireless communication systems. The UE may calibrate a wireless transceiver chain of the first device in a second set of resources. The second set of resources excludes the first set of resources and includes at least a portion of a third set of resources. The third set of resources are resource in which the first device has an option to transmit or receive communications based on a protocol configuration.
