Abstract: A method for accessing a network by UE, a network device, and first UE are disclosed. The first UE sends a first message, where the first message includes a message that second UE accesses a network by being associated with the first UE; and after an access response sent by the network device is received, the first UE and the second UE associated with the first UE access the network. After receiving the first message, the network device sends an access response to the first UE, to specifically allocate a transmission resource to a wearable device that needs to transmit data, so as to save network resources.

Abstract: Example handover methods and devices in an ultra-dense network are disclosed. One example method includes the following operations. A source base station sends a first message to a target base station, where the first message carries an arrival time indication of a terminal, and the arrival time indication is used to indicate a time at which or a time range in which the terminal is to access the target base station. The source base station receives a second message fed back by the target base station, where the second message carries a granted resource that is allocated for the arrival time indication of the terminal. The source base station adds the granted resource to a command message, and sends the command message to the terminal.
