Techniques to support fast state transition by a user equipment (UE) are described. The UE may operate in a first state (e.g., a CELL_PCH state) in which the UE does not transmit or receive user data. The UE may receive a paging message carrying first configuration information. The UE may transition from the first state to a second state (e.g., a CELL_DCH state) in response to receiving the paging message. The UE may determine a set of communication parameters based on the first configuration information received from the paging message and second configuration information stored at the UE. The UE may then exchange user data based on the set of communication parameters. The UE may use default values for some parameters in order to reduce the amount of first configuration information to send in the paging message.

Techniques for supporting communication on multiple carriers are disclosed. In one design, a user equipment (UE) is configured with a base carrier and a dependent carrier linked to the base carrier. Data transmission on the dependent carrier is scheduled via a scheduling carrier, which is different from the dependent carrier. The UE receives a scheduling grant on the scheduling carrier and determines whether the scheduling grant is for the base carrier and/or the dependent carrier. The UE communicates (e.g., sends or receives data) on the base carrier and/or the dependent carrier based on the scheduling grant. The scheduling grant may be (i) a separate grant carrying scheduling information for only one carrier, (ii) a common grant carrying scheduling information for both carriers, (iii) a joint grant carrying separate scheduling information for each carrier, or (iv) a composite grant that may be a separate grant, a common grant, or a joint grant.

Paging signals as described herein are selectively delivered, such that a desired terminal receives a single PS paging signal if located at a VoIP-capable access point and a single CS paging signal otherwise. A split paging technique is described herein, wherein PS paging signals are delivered to VoIP-capable access points and CS paging signals are delivered to non-VoIP-capable access points substantially simultaneously. Additionally, a sequential paging technique is described herein, wherein PS paging signals are delivered to VoIP-capable access points and, if no response is received from a desired terminal, CS-domain paging is conducted.

The UE may receive a handover command to perform handover from a source base station to a target base station. The source base station may send context information for the UE to the target base station, and the context information may be available to all cells of the target base station. The UE may attempt handover from a serving cell of the source base station to a first cell of the target base station. The UE may attempt handover to a second cell of the target base station if the handover to the first cell fails. The UE may (i) receive the first and second cells from the source base station or (ii) receive only the first cell from the source base station and determine the second cell based on broadcast system information.

System(s) and method(s) are provided for inter-cell interference management in a wireless communication system. A base station perform interference management by conveying and receiving load indicator messages over a backhaul communication link to disparate neighboring base stations that serve interfering mobile stations. Reporting of load indicators takes place according to a reporting policy that is event-based, and accounts for variations of interference metrics over available time-frequency resources. Communication with neighboring base stations is limited to a monitoring interference set, which can be determined statically, according to deployment characteristics of a wireless network, or the set can be adjusted dynamically according to a set of received UL signals or a set of DL CQI measurement reports. Reporting policy and interference set can be autonomously adapted to optimize backhaul traffic as well as interference control.
