Abstract: A method of decoding is provided. The method includes receiving a video bitstream including a plurality of layers, a video parameter set (VPS) specifying a plurality of output layer sets (OLSs) each including one or more layers from the plurality of layers, and a sequence parameter set (SPS) including a set of decoded picture buffer (DPB) parameters for each of the one or more layers only once when one or more of the one or more layers have been included in more than one of the plurality of OLSs; and decoding a picture from one of the plurality of layers to obtain a decoded picture. A corresponding method of encoding is also provided.

Abstract: A media data transmission method and an apparatus. The method includes: A client sends first information to a server. The client receives video data packets that correspond to a second target video picture and that are sent by the server. The first information is used to indicate spatial information of a region in which a first target video picture is located, and the first target video picture includes a video picture within a current viewport. The second target video picture includes the first target video picture, at least one of the video data packets corresponding to the second target video picture carries at least one piece of second information, and the second information is used to indicate spatial information of a region in which the second target video picture is located.

Abstract: A video coding mechanism is disclosed. The mechanism includes encoding a bitstream comprising one or more layers of coded pictures. A video parameter set (VPS) is also encoded into the bitstream. The VPS includes an each layer is an output layer set (OLS) flag (each_layer_is_an_ols_flag) when all layers specified by the VPS are independently coded without inter-layer prediction. The each_layer_is_an_ols_flag specifies whether each OLS contains only one layer. The bitstream is stored for communication toward a decoder.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a flag and a plurality of sub-pictures associated with a picture. One or more of the sub-pictures are decoded based on the first particular value of NAL unit type and the second particular value of NAL unit type. One or more of the sub-pictures are forwarded for display as part of a decoded video sequence.

Abstract: A video coding mechanism includes receiving a bitstream comprising a current picture including a sub-picture coded according to inter-prediction. Coded blocks contain candidate motion vectors for a current block of the sub-picture. The coded blocks include a collocated block from a different picture. A candidate list of candidate motion vectors for the current block are derived by excluding collocated motion vectors from the candidate list when the collocated motion vectors are included in the collocated block, when the collocated motion vectors point outside of the sub-picture, and when a flag is set to indicate the sub-picture is treated as a picture. A current motion vector for the current block is determined from the candidate list of candidate motion vectors. The current block is decoded based on the current motion vector. The current block is forwarded for display as part of a decoded video sequence.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a first adaptation parameter set (APS) network abstraction layer (NAL) unit including an adaptive loop filter (ALF) type, a second APS NAL unit including a scaling list type, a third APS NAL unit including a luma mapping with chroma scaling (LMCS) type, and a slice. The mechanism further includes obtaining ALF parameters from the first APS NAL unit, obtaining scaling list parameters from the second APS NAL unit, and LMCS parameters from the third APS NAL unit. The mechanism further includes decoding the slice using the ALF parameters, the scaling list parameters, and the LMCS parameter. The mechanism further includes forwarding the slice for display as part of a decoded video sequence.
