    Abstract: A method includes receiving, by a first network node that is configured as a master node from a second network node that is configured as a source secondary node for dual connectivity for a user device, control information indicating whether or not the first network node may receive from the second network node an updated measurement configuration based on a list of accepted target Primary Secondary Cells (PSCells) that are accepted by the target secondary node among a list of candidate target PSCells; sending to the user device, a conditional reconfiguration message including the initial measurement configuration that is based on the list of candidate target PSCells if the control information indicated that the first network node will not receive from the second network node an updated measurement configuration; and otherwise, sending a conditional reconfiguration message including the updated measurement configuration that is based on the list of accepted target PSCells.

    Abstract: Aspects and embodiments relate to apparatus configured to delay execution of an action based on an execution delay and methods to delay execution of an action. In particular, the example embodiments provide apparatus and methods to delay execution of mobility related events, for example, handover. One aspect provides an apparatus, comprising: at least one processor; and at least one memory storing instructions that when executed by the at least one processor cause the apparatus at least to: obtain an indication of an execution delay to be applied by the apparatus in relation to an action to be executed by the apparatus, the execution delay being based upon one or more operational characteristic of the apparatus; determine that the action is to be executed by the apparatus; and delay execution of the action based on the execution delay. Arrangements and implementations provide a mechanism to mitigate RACH load congestion. Arrangements provide mechanisms to distribute a handover execution load (in the form, for example, of RACH attempts initiated by UE) across a restricted or limited time period.

    Abstract: Techniques for coordination between nodes for measurement configuration in a Primary Secondary Cell Group (SCG) Cell (PSCell) change procedure in cellular wireless communication networks are provided. For example, a method for a Primary Secondary Cell Group (SCG) Cell (PSCell) change procedure is provided. The method comprises: sending, from a master node (MN) to a target secondary node (T-SN), a first message (e.g., an SN Addition Request message) including configuration information based on which the T-SN determines whether to provide a full configuration or a delta configuration for measurement-related information for one or more candidate target PSCells acknowledged by the T-SN; and receiving, at the MN from the T-SN in accordance with the configuration information, a second message (e.g., an SN Addition Request Acknowledge message) including the full configuration or the delta configuration for measurement-related information for the one or more candidate target PSCells acknowledged by the T-SN.

The network node may obtain synchronization signal timing data associated with the target network.     Abstract: An apparatus, method and computer program is described comprising: determining, at a user device of a mobile communication system, one or more parameters of a serving cell and one or more target cells at a first time instance; and estimating one or more time delay metrics for each of the one or more target cells based on said parameters, such that an optimal time point for performing a handover can be determined.     Abstract: Where a UE moves between primary and/or secondary cells, the repeated reconfiguration of a UE at the network requires repeated signalling. Where non terrestrial networks nodes provide cells it may be possible to predict which cells a UE is likely to visit and when, based on the satellite movement. Embodiments make use of this ability to predict multiple future cells by transferring configuration information for a series of target cells in a single message, in some cases along with condition information indicating when the cell is likely to be providing radio coverage for that UE. Furthermore, to reduce signalling overhead some of the information is provided as a delta information, that is as an indication of how a previous configuration will change to provide the new configuration. A UE can apply the configuration information as the conditions become fulfilled.
