The base station device configures a primary cell and one or more secondary cells to the terminal device, and indicates a measurement object, a reporting configuration including information indicating a threshold associated with an RSSI report and a report interval, and a measurement identity for linking the reporting configuration and the measurement object, to the terminal device. When, in each configured measurement identity, an associated reporting configuration includes information indicating the threshold associated with the RSSI report and the report interval, the terminal device periodically reports an average value of RSSIs measured in a duration of the report interval, and a percentage of the RSSIs being beyond the threshold as a measurement result.
