When, in each configured measurement identity, an associated reporting configuration includes information indicating the threshold associated with the RSSI report and the report interval, the terminal device periodically reports an average value of RSSIs measured in a duration of the report interval, and a percentage of the RSSIs being beyond the threshold as a measurement result.
