A second linking portion (28) links the second side plate (18) and a second contact piece (24). A restricting portion (36) is formed on the locking plate (19) and restricts displacement of the second contact piece (24) away from the first plate-like contact piece (23).

The bandwidth control section 100 performs bandwidth control for a reception data flow to be transferred to a carrier communication network accommodation section CNAj, based on a deviation in frequency between an operation clock signal CLKAj at the carrier communication network accommodation section CNAj and an operation clock signal CLKB at the bandwidth control section. The data flow rate management section 101 adjusts the data flow rate of each of a plurality of reception data flows in accordance with the bandwidth control.
