The permanent magnet is arranged outside the cylindrical excitation coil. It is preferable that the permanent magnet is spaced from the predetermined portion of the magnetic core along the magnetic path at least by a distance which corresponds to ½ of an average of inner diameters of the cylindrical excitation coil.
