摘要： A system and a method are provided for generating a subnet and using the subnet to control access to web content. An Open Subnet (OSN) server is provided to receive proposed web pages to be added to a white list on the subnet, as well as votes from one or more users whether or not to add one or more of the web pages to the white list. A sync server is connected to the OSN through an intermediary. The sync server obtains a copy of the white list and, based on a user's license to the subnet, a user is allowed access to web pages on the white list.
