The method comprises determining with a receive end parameters required for performing header compression and an ARQ through negotiation, constructing a lower-layer PDU that comprises header compression information, and sending the PDU to a receive end. By using methods provided in the embodiments of the present invention, combination of a header compression mechanism and an ARQ mechanism may be implemented, thereby improving header compression efficiency and accuracy, and saving air interface resources.

The MBS distribution information is pre-configured and/or dynamically maintained, the establishment of the service bearer is pre-configured and/or dynamically maintained, and the data distribution relation is pre-configured, distributed by default, and/or dynamically maintained.

A visited access service network (ASN) authenticator receives an Access-Accept message sent from a visited network authentication, authorization and accounting (V-AAA) server. The authenticator determines a mobility access classifier of the terminal according to a mobility restriction policy of a visited ASN, and sends the mobility access classifier of the terminal to a base station (BS). A device for determining mobility of a roaming user terminal is also provided. With the method and device for determining mobility of a roaming user terminal, after the user terminal roams to a visited network with mobility restriction or to a network without mobility restriction from a network with mobility restriction, the mobility restriction type of the user terminal can be determined in time, and the visited network can acquire the mobility restriction information of the user terminal.

ROHC packets that use a same Context ID are encapsulated into MAC PDU, wherein the MAC PDU is formed by a MAC PDU packet header and a MAC PDU payload. The Context ID of the ROHC packets is carried in the MAC PDU packet header, and the Context ID is not carried in the ROHC packets. The MAC PDU is sent. In this way, transmission resources are saved, and transmission efficiency is improved.

Therefore, after the relocation of the access router, the classifier for data packets can be correctly found, the data packets can be correctly forwarded according to the classifier information, and the uniqueness of the new CoA can be ensured.
