    Abstract: A communications system may include a user equipment (UE) device that communicates with a cellular network having base stations. A UE may enter a connected mode in which the UE and a first base station in a first cell convey wireless data. While in connected mode, the first base station may transmit measurement objects to the UE, each being associated with a different cell neighboring the first cell. The UE may store the measurement objects. When the UE enters an idle mode, the UE may perform measurements on the neighboring cells using the measurement objects. The UE may then use the measurements to determine whether to re-select to a neighbor cell when the UE is unable to acquire a measurement configuration from the base station in idle mode. This may help to mitigate the occurrence of idle mode out-of-service (OOS) conditions for the UE device.

Coarse selection of CBRS networks may include various triggers for automatic CBRS profile enabling and/or disabling, user management and overriding of system selections, tiered hierarchy for CBRS network enabling and/or disabling, as well as mechanisms to avoid ping-ponging between network selection. Fine selection of CBRS networks may include data slot switching between mobile network operators (MNOs, e.g., LTE/NR macro cells) and CBRS eSIM as well as prioritization of CBRS networks over Wi-Fi networks. Multiple CBRS networks support may include CBRS network identifier (NID) matching for unique identification as well as user-ranked CBRS priority.

Different methods may be used to indicate the communication preferences, including a dedicated type parameter transmitted with spectrum allocation requests from the base station, a rule-based system where the spectrum access system accesses communication preferences of the base station and/or network operator through an identifier corresponding to a rule definition, or the like. The spectrum access system may assign a channel to the network operator based on its communication preferences, such as to determine a channel assignment to correspond to a channel aligned with a raster of communications to be used by the network operator.
