Abstract: A method includes receiving, at a device, an indication corresponding to available transmission resources of a client device for establishing a first connection between the client device and a network, determining, at the device, allowable transmission resources for the first connection based at least partially on a difference between the indication corresponding to the available transmission resources of the client device and resources to be used by the client device for a second connection between the client device and the network, wherein determining the allowable transmission resources occurs before the second connection is requested, and providing, from the device, a response indicating the allowable transmission resources for the first connection before the second connection is requested.
