Abstract: An instrument panel arrangement including an improved upper panel assembly and a padded knee-panel assembly which moves forward upon impact and which includes a plurality of forwardly extending members which move forwardly with the panel a predetermined distance to cause the windshield to shatter, and which additionally includes tear-strip means for permitting some continued forward movement after the forwardly extending members stop.
