Abstract: This application relates to the field of communication technologies, and discloses a method, a system, and an apparatus. The control node sends a first indication message in a current periodicity, where the first indication message is used to coordinate a first network node and a second network node to send signaling packets, where the coordination uses any one of the following manners: simultaneous sending, sending at a time interval less than a specified value, or sending at a time interval greater than a time interval required by a signaling packet sent earlier.
