Abstract: A communication entity for transmitting a video data stream at a target transmission bit rate and corresponding method are provided. The communication entity comprises: a first scheduling instance configured to determine a preliminary transmission bit rate for forwarding the video data stream towards the user equipment; and a second scheduling instance configured to determine the target transmission bit rate based on the preliminary transmission bit rate and a set of video bit rates, the set of video bit rates comprising a first video bit rate associated with a first video quality and a second video bit rate associated with a second video quality, the first video bit rate being smaller than the second video bit rate, wherein the second scheduling instance is configured to select the preliminary transmission bit rate as the target transmission bit rate if the preliminary transmission bit rate does not exceed the first video bit rate.

Abstract: A data processing system having a neural network architecture for receiving a binary network input and, in dependence on the binary network input, propagating signals via a plurality of processing nodes, in accordance with respective binary weights, to form a network output, the data processing system being configured to train a node by implementing an error correcting function to identify a set of binary weights which minimize, for a given input to the node, any error between an output of the node when formed in accordance with current binary weights of the node and a preferred output from the node and to update the binary weights of the node to be the identified weights. This training is performed without storing and/or using any higher arithmetic precision weights or other components.

Abstract: A system and method for improving quality of encoding and decoding a panoramic video. The panoramic video comprises a sequence of encoded picture frames. In panoramic video picture frames are mapped on a spherical viewing area. In the method the projection center of the encoded frame is transformed before encoding. In the decoding phase the projection center is transformed back accordingly after decoding the frame.

Abstract: Traffic profiling in real time within a video streaming session is described. Multiple data packet flows at a lower layer of the OSI model are observed. A data packet flow pattern is obtained for each observed flow, and each obtained pattern is compared to a pre-defined characteristic streaming pattern. From the observed flows, any data packet flow that has its data packet flow pattern close to the pre-defined characteristic streaming pattern is selected as a video streaming flow. A buffer state of the video streaming flow is identified amongst a filling state, a steady state, and a depletion state, by observing a slope of accumulated data over time. Eventually, multimedia-related information of the selected video streaming flow is provided based on its data packet flow pattern.
