The apparatus records a time (e.g. a first time) at which a first network device sends a first packet to a second network device, records a time (e.g. a second time) at which the first network device receives a response packet of the first packet, and determines a round-trip delay between the first and second network devices according to the first and second times; within a preset time, the apparatus collects statistics about a quantity (e.g. a first count) of first packets that are sent by the first network device to the second network device, and collects statistics about a quantity (e.g. a second count) of retransmitted packets in the first packets, and determines a packet loss rate from the first network device to the second network device according to the first and second counts.
