Abstract: Described is an apparatus of an Evolved Node-B (eNB) operable to communicate with a User Equipment (UE) on a wireless network. The apparatus may comprise a first circuitry, a second circuitry, a third circuitry, and a fourth circuitry. The first circuitry may be operable to identify a data block having a number N1 of bits. The second circuitry may be operable to determine a number N2 of filler bits based on a set of one or more parameters and the N1 of bits of the data block. The third circuitry may be operable to pad the data block with the N2 filler bits to form a padded data block having a number N3 of bits. The fourth circuitry may be operable to encode the N3 bits of the padded data block to form a polar codeword having a number N4 of bits.
