Abstract: The present invention relates to a cosmetic composition, in particular a skin care cosmetic composition in the form of an oil-in-water (O/W) nano-emulsion having an oil phase dispersed in an aqueous phase as oil droplets with the size of less than 100 nm, for a keratin substance such as skin, said composition comprising (a) at least one oil; (b) at least one active ingredient; (c) water; and (d) at least one surfactant selected from nonionic surfactants and anionic surfactants; wherein the aqueous phase is substantially free from water soluble alcohol.
