Abstract: A method for encoding a video signal that includes determining a bit budget for a current precinct, determining a quantization parameter for the current precinct based on the determined bit budget, and determining a bit budget for sign information of the wavelet coefficient information based on that the number of significant bits of the wavelet coefficient information is greater than a truncation position. The method also includes performing quantization on the wavelet coefficient information based on that the significant bit number of the wavelet coefficient information is equal to the truncation position, such that the quantization is skipped based on that the significant bit number of the wavelet coefficient information is greater than the truncation position.

Abstract: The present invention relates to a method for decoding a bitstream for a video signal including at least one precinct, and a device for same. Specifically, the present invention relates to a method, and a device for same, the method including: a step for demultiplexing packets of the current precinct among the at least one precinct into a plurality of first packets and a plurality of second packets; and a step for entropy-decoding the plurality of first packets and the plurality of second packets in parallel, wherein the plurality of first packets and the plurality of second packets are respectively entropy-decoded in parallel by a first entropy decoder engine and a second entropy decoder engine, the plurality of first packets include packet 0, packet 1, packet 4, packet 6, and packet 8, and the plurality of second packets include packet 2, packet 3, packet 5, packet 7, and packet 9.

Abstract: The present invention relates to a transmission apparatus and reception apparatus for parallel data streams. The present specification discloses a wireless stream transmission apparatus comprising: an encoder for dividing an inputted picture into multiple areas and performing, for each area, encoding so as to generate a bitstream including a header and data; a DS generating unit for removing or modifying at least a portion of headers related to the multiple areas into compact headers, and combining, with the data, at least the remaining headers which have not been removed or the compact headers so as to generate a data stream for each area; and a communication unit for packing the data stream so as to generate a packet, and transmitting, on the basis of wireless communication, the packet to a wireless stream reception apparatus. By using modified headers in applications where real time is important, it is possible to reduce a traffic burden and satisfy low-latency requirements.

Abstract: The disclosure relates to a device for transmitting a data stream and a device for receiving a data stream. Disclosed is a device for transmitting a data stream including: an encoder configured to generate a compressed bitstream by encoding input media, generate additional information about the compressed bitstream, and generate a data stream (DS) including the additional information and the compressed bitstream, wherein the additional information includes at least one class information indicating an importance of the compressed bitstream, and a DS transmitter configured to generate a packet by packing the data stream, transmit a plurality of packets including the generated packet to a reception device, and retransmit at least some of the plurality of packets due to transmission error, wherein the retransmitted packets are identified based on at least corresponding class information.
