Abstract: The present invention provides a water-in-oil emulsified cosmetic composition comprising a hydrophobized pigment (A), a silicon film former (B), a silicone-based surfactant having an HLB value of 2 to 8 (C), and optionally a non-volatile oil (D), wherein component (A) is at least one kind of an inorganic pigment except for calcium phosphate, which is treated with a hydrophobizing agent except for a bisbenzoyl compound, the ratio of the mass of component (B) to the total mass of component (C) and component (D) is 1.0 to 9.0, and no fluoroether compound is contained in the composition.
