In this devices modulation units (101-1 to 101-n) modulate data to mobile stations (MS#1 to MS#n) individually to create data symbols. A separation unit (102) separates each data symbol inputted, into an Ich (in-phase components) and a Qch (orthogonal components). An Ich arrangement unit (103) and a Qch arrangement unit (104) arrange the Ich and Qch, respectively, in a plurality of sub-carriers constituting an OFDM symbols, and output the same to a synthesization unit (105). This synthesization unit (105) synthesizes the Ich and Qch arranged for each sub-carrier, to create the synthesized symbol.

In this base station, an encoding part performs an error correction encoding of transport data to generate a bit sequence comprising systematic bits and parity bits; a repetition part repeats, as a repetition subject, only the parity bits out of the plurality of bits included in the bit sequence, which is generated by the encoding part, so as to perform a rate matching; a modulating part modulates, after the repetition, the bit sequence to generate symbols; an S/P part parallel converts the symbols serially inputted from the modulating part (103) and then outputs them to an IFFT part; and the IFFT part performs an IFFT processing of the symbols inputted from the S/P part and then maps them onto subcarriers in accordance with a predetermined mapping pattern, thereby generating OFDM symbols.

The base station includes: a modulation unit (102) for modulating SCH data after being encoded; a sub carrier setting unit (105) for setting one of the sub carriers to a sub carrier (SCH sub carrier) constituting the OFDM symbol for SCH data transmission; and an IFFT unit (106) for mapping the SCH data to the sub carrier set by the sub carrier setting unit (105) among the sub carriers and performing IFFT to generate an OFDM symbol. The sub carrier setting unit (105) sets one of the sub carriers which has a frequency of a common multiple between the sub carrier interval and the cell search interval as an SCH sub carrier.
