Abstract: A method includes receiving at least one network performance indicator of a communication network from at least one cell in the network; determining a reward for the at least one cell in the network based on the at least one network performance indicator; and determining whether to modify at least one self-organizing network parameter of the at least one cell in the network to change the at least one network performance indicator or an average value of the reward, based in part on the determined reward.
