A plurality of spaced parallel buoyancy tubes include removable caps to provide for reception of ballast within each respective buoyancy tube to accommodate tilting of cargo positioned upon a support web mounted within a rectinilear buoyant framework tube structure secured upon the first and second buoyancy tubes.
