A method for transmitting a file over a distribution network includes encoding the file with a selected encoding scheme to form encoded packets, generating file delivery protocol (FDP) packets from the encoded packets, generating a file delivery control protocol (FDCP) packet that comprises control information associated with the FDP packets, and transmitting the FDCP packet and the FDP packets over the distribution network. A method for receiving a file over a distribution network includes receiving a FDCP packet and FDP packets, decoding the FDP packets based on the FDCP packet to generate encoded packets, and generating at least a portion of the file from the encoded packets.

Mobile devices are equipped to receive media over a broadcast network where presentation of the data can be enabled through a content policy.
