An aqueous composition having three components. The first component is an aromatic-acrylic polymer. The second component is an epoxy silane. The third component is a nonionic surfactant having a C10-C20 alkyl group and two to four polymerized units of ethylene oxide. The composition is substantially free of zinc, calcium and magnesium. The pH of the composition is from 6.5 to 8.0.
