摘要： The disclosure relates to a 5th generation (5G) or pre-5G communication system for supporting a data transmission rate higher than that of a 4th generation (4G) communication system such as long term evolution (LTE). The purpose of the disclosure is to control traffic generally in a wireless communication system, and an operating method of a server comprises the steps of: receiving, from a network entity, information on a congested area in a network to which the network entity belongs; updating a network access policy on the basis of the received congested area information; and transmitting the updated network access policy to a terminal, wherein the network entity determines the congested area on the basis of statistical information on the network to which the network entity belongs.

摘要： A method and apparatus are provided for a handover (HO) in an evolved Node B (eNodeB). The method includes receiving a measurement report from a user equipment (UE); transmitting, to a mobility management entity (MME), a handover required message including information indicating whether the HO is for a circuit switched (CS) network or both a CS network and a packet switched (PS) network; and receiving, from the MME, a handover command message. The information is used, by the MME, to split a voice bearer from another bearer.
